With the release of Chat GPT in recent months, all the world’s been abuzz with talks of artificial intelligence technology. Its expected impact on various sectors of society, the economy, and human life in general has generated significant interest. Apropos to the theme of AI and digital technology, the Center for Transnational Migration and Social Inclusion has leapt into the new year with three successful rounds of our seminar series on the topic of “Digital Technology and Care Work.”

Featuring esteemed speakers from the digital healthcare industry, medical academia, and AI and Sociology studies, the first three seminars of this series have garnered an impressive count of more than 300 pre-registrants. This indicates the timely relevance of this topic. We are excited to announce the final seminar of this series will take place in July, with Director Kyung Sook Choi from the Seoul Support Center for Elderly Care Workers. Stay tuned for details in upcoming emails.

In addition to our seminar series, there are many noteworthy news and events that have taken place throughout the first half of 2023. With news of a new policy direction by the government for foreign care workers that is giving rise to practical concerns, we await to see its development process and implementation outcomes. A televised interview on the topic of sleep featuring the center’s Senior Research Fellow Hyuna Moon, provides a glimpse into Korean society’s regard of sleep as well as its multifaceted implications. And, last but not least, the center takes steps to gradually grow our online presence with social media expansion efforts marked by a new Instagram account.
CTMS enters the halfway mark of 2023, brimming with much activity, and this newsletter offers an overview of both past and ongoing endeavors, with much more to come in following months. We look forward to sharing our progress and achievements with you.
Policy Trends
On the Radar: A pilot project to improve job quality for foreign domestic workers?

Earlier this year, the government had decided to confirm an introduction plan for foreign domestic workers, with plans to put into effect a pilot project within as early as the first half of 2023. With the key objective being the guaranteeing of quality jobs for foreign domestic workers, entities such as the Ministry of Employment and Labor had been in the process of reviewing policies for proper treatment (of workers) and commuter-type work systems. Based on diverse surveys and research, CTMS has been an advocate of approaching the introduction of migrant care workers into the labor market by means of “securing quality care services based on quality jobs,” as opposed to “securing cheap labor.” CTMS will continue to follow policy movement in care work and assess the best ways to contribute through research and policy recommendation activities.

At the 92nd forum held by the Korea Institute for Shared Growth (KISG), CTMS Director and Professor of Sociology and Demography at Seoul National University, Ki-Soo Eun, spoke about the legacy of Neo-Confucianism in Korean society (touching upon concepts of legitimacy and yangbanization) and its relationship to Korea’s fertility rates being the lowest in the world. 
Happo Culture Lectures

In April 2023, Director Eun returned to Happo Culture Lectures, in Changwon, where he had last given a lecture 12 years ago, on population change. This year, addressing the question of how to overcome Korea’s low fertility rates, Director Eun emphasized that there is no “golden time” and that it is “not a problem that can be solved quickly.”

CTMS Senior Research Fellow Hyuna Moon participated in an interview on the topic of sleep for YTN News. This feature mentioned that 45% of Koreans are sleeping only six to seven hours a day, raising the concern that Koreans are not getting enough sleep. Hyuna Moon pointed out that Korean society currently views sleep as something “to reduce” and “sacrifice.” She emphasized the importance of sleep, by saying that “sleep plays the role of complementing imagination and creativity.”

“The Future of Care:Addressing the Situation of Young Carers”
“No global standard on age for young carers”

On February 28th, CTMS Advisory Board Member Gi-hyun Jo participated as a speaker in a webinar hosted by the Korea-EU CSO Network (KEN), on the topic of “The Future of Care: Addressing the Situation of Young Carers.” The Keynote Speaker was EU Ambassador to the Republic of Korea, H.E. Maria Castillo-Fernandez, and, Svetlana Atanasova from Euro Carers was also featured as a speaker. The situation of young carers in Korea and Europe were presented by each speaker, with mutual interest in exchanging learnings from each country/region. Challenges around the identification and establishing effective definitions of “young carers” were shared, and a representative from the French group, Jeunes AiDants Ensemble (JADE) shared insights on the importance of “strong data” to effect policy change. 
Center Activities
2023 Seminar Series | Digital Technology and Care Work 
The first three seminars of the CTMS “Digital Technology and Care Work” seminar series took place online in April, May, and June. Our first seminar in April featured speaker Christy Ahn from Huray Positive, who spoke about the future of employee health management and the role of digital healthcare management platforms and services (using AI technology) in this arena. In May, Professor Sang Baek Koh (Department of Preventive Medicine, Wonju College of Medicine, Yonsei University) presented on how the medical paradigm is shifting from a symptom- and pattern-based paradigm into an algorithm-based one, as well as other key developments being made in digital health. For our June seminar, Professor Ekaterina Hertog from the University of Oxford shared initial findings for research seeking to identify the key demographic factors that will determine domestic robot use in Europe. We saw high turnouts in these seminars and look forward to continued interest from the public, academia, and industry professionals for our final seminar, which will be held online on July 20th. Director Kyung Sook Choi from the Seoul Support Center for Elderly Care Workers will be providing primary insights, presenting on “Perspectives from the Field.”
